Right now the first number below is what each country has to start, and apparently earns each year. The second number is what montgomeryjlion proposes changing it to. For the US, the numbers can jump at the conclusion of the Civil War. For all others, he proposed 1875 for an event pushing the numbers back to where they started, and in the case of Italy and Germany, use their present unification numbers, which are roughly equal to France. The third number is the compromise number I propose. I red the completely new colonial actions for nations that didn't have them. As you can see, it will be a much more intense game of crises that can lead or lead not to war, according to how the players decide to play their diplomacy cards.
